As Pennsylvanian's struggle with the affects of the current economy, requests for assistance with meeting food, shelter and utility needs have increased by at least 25 percent. Counties contract with the Department of Agriculture to provide local administration programs and coordinate other resources, as available, to try to meet the needs in their local communities.
