The Human Services Development Fund (HSDF) is the only funding stream available to counties that touches all aspects of human services and provides flexible funding to deal with the needs of their residents.

Counties utilize HSDF to plan for and respond to a multitude of human needs. Below are just a few of the ways HSDF benefits Pennsylvania residents:
- Emergency food, shelter and utlities
- Transportation to dialysis and chemotherapy treatments
- Home delivered meals for seniors and adults with special needs
- Self-sufficiency education programs
- Coordination of human services and support services
