Pennsylvania counties strive to provide the best possible services for their residents to meet their needs. A key part of that process is working with children and their families to identify and meet their needs. Since 2004, the Department of Public Welfare has asked each county to submit an annual Integrated Children's Services Plan (ICSP) for how their human services staff will work together to coordinate services for children and their families as needed.
